ECI features United States citizens with
strong English, technical, financial, and computer skills,
and knowledge of Chinese policies, procedures, and customs.
Also included are local/native Chinese individuals who
are fluent in the written and spoken language, China’s
political system, as well as Chinese customs including
proper questioning techniques that allow a complete
understanding of any and all projects within China.
ECI employs personnel that perform activities such
as developing and implementing programs/documents that
include the following:
- Definition of the environmental operating requirements
(i.e., Chinese Regulations) for the facility including:
- Wastewater sampling and analysis;
- Air Emissions sampling and analysis;
- Noise monitoring requirements;
- Reporting requirements;
- Record keeping requirements; and
- Other miscellaneous environmental requirements.
- Identification and use of laboratories that employ
US EPA or Chinese standards.
- Identification of appropriate disposal or recycling
alternatives for process waste streams.
- Locate industrial facilities that may use the
waste streams in their processes; and
- Identify costs associated with the disposal/resale
of the waste stream.
- Support negotiations for the reuse/disposal of
the waste streams.
- Identification of environmental “Best Management
Practices” for the facility.
- Development of an environmental compliance plan
for the facility.
Specifically, Marc Schneckenberger, Executive Director
of ECI, has extensive international experience covering
the Asian Pacific Rim, Russia, South America, and the
Middle East. Mr. Schneckenberger has managed the technical
work for numerous Asian Development Bank and World Bank
projects (i.e., cumulative project totals of over $1
billion) and worked for private clients and government
agencies.
Marc Schneckenberger is a United States citizen
and a registered professional engineer with over 27
years technical experience. Since 1988, he has traveled
extensively throughout China and has managed numerous
projects and tasks for World Bank and Asian Development
Bank funded projects and United States based multinational
corporations. He speaks and understands the Chinese
language to a minor degree, but is currently taking
private lessons to improve his abilities. His major
asset is his extensive knowledge of Chinese history,
culture, and his ability to understand the significant
differences between Western and Chinese practices regarding
technical matters/personnel (i.e., engineers, cost accountants/engineers,
and financial personnel). He has conducted thousands
of meetings with Chinese technical personnel and fully
understands the transference of data, thoughts, and
concepts needed for a negotiated and full understanding
between all parties.
He has assisted over 50 Chinese state, provincial,
and local government agencies; Chinese design institutes;
and multilateral lending institutions in the development
and implementation of projects worth over $1 billion
in China. He has provided training to hundreds of Chinese
personnel during the development and implementation
of these projects including numerous State Environmental
Protection Agency (SEPA) and local (i.e., Beijing, Shanghai,
Wuhan, and Shenyang) Environmental Protection Bureau
(EPB) personnel. He has been involved with ambient air
quality, water quality, solid waste management, and
specifying laboratory equipment in over 15 major Chinese
cities including Beijing, Shanghai, Wuhan, and Shenyang.
