Environmental Compliance, Inc. (ECI) provides turnkey operations and management oversight for the closure of underground and aboveground bulk storage tanks. ECI will negotiate the extent of the agency-requirements on behalf of ECI’s client and supply the labor, materials, and equipment to properly close a tank either on-site or removed/disposed of off site.
To provide a least-cost solution ECI negotiates on behalf of the client, agency requirements, many of which are negotiable. ECI will ensure that the proper documentation and sampling/analysis are provided and the tanks or spills are permanently closed with the lead agency providing a letter of “No further action required”.
ECI provided turnkey operations for the decommissioning of a 150,000 gallon No. 6 fuel oil tank that contained 16,000 gallons of fuel oil. ECI provided all of the design, construction, removal/cleaning, sampling and analysis, and closure report documentation/services for the project. This ECI turnkey project included cold cutting one (1) 3 feet by 3 feet hole in the steel tank (i.e., 30 feet tall by 35 feet in diameter); vacuuming out and transporting 10,000 gallons of virgin No. 6 fuel oil for re-use; and vacuuming/manual removal and transporting 6,000 gallons of sludge that was solidified and manifested to a landfill. The fuel removal included the heating of the virgin oil and sludge to a temperature where the product flowed and facilitated the physical removal of the core steam heating system within the tank. Personnel entered the tank to provide manual hand cleaning for the appropriate closure of the tank.
ECI provided several Farming Cooperative milk-products processing and associated truck garages/terminals, and corporate offices with compliance support for their numerous petroleum and chemical bulk storage tanks. ECI provided turnkey chemical bulk storage tank replacement and upgrade to meet appropriate regulatory requirements; petroleum bulk storage tank compliance for their truck terminals, maintenance garages, and fueling operations; and turnkey closure of their petroleum USTs at their processing facilities. The environmental compliance support for their operations including but not limited to SPCC and SPR documentation, turnkey closure of two (2) 25,000 gallon USTs, design for the upgrade of the petroleum UST at their fueling operations, and complying with the NYSDEC for closure of a petroleum spill. ECI has provided design improvements and installation for least-cost compliance with US EPA, NYSDEC, and OSHA regulatory requirements. In addition, ECI has worked with and trained site personnel to improve compliance with OSHA standards/regulations by developing site-specific OSHA training programs and implemented the training.
ECI provided the turnkey remediation of a NYSDEC spill investigation/number for a fleet trucking and truck maintenance garage. The UST was most recently used as a storage tank for used oil. ECI has provided turnkey services to treat the soils and groundwater in-situ and provide spill investigation/number documentation for the NYSDEC. ECI has injected biological bacteria and nutrients into the monitoring well from 2007 through 2009 and have provided sampling/analysis and written documentation to the NYSDEC during this time period. In 2008 ECI obtained DEC approved closure of the 2,000 gallon UST for the client.
ECI provided turnkey closure services for a gasoline UST removal and remediation project in Western New York. The UST was installed in the 1940s and lost its integrity causing a spill of gasoline. ECI designed the removal and remediation effort providing negotiations with the NYSDEC. ECI provided sampling/analysis and excavation of contaminated soils and groundwater and their transportation and disposal in addition to the excavation/removal and disposal of the UST. ECI received the proper closure documents from the DEC for the client.
ECI provided a client with the turnkey removal and disposal of two gasoline USTs that were buried in the 1960s at a very prominent location in the Town of Tonawanda, New York. ECI worked closely with the DEC and local Inspector to remove the USTs and provide remediation for the site; this included the removal of 1,750 gallons of groundwater from the USTs, excavation of the two tanks, excavation of 60 tons of contaminated soils/fill, and disposal of the groundwater and soil. ECI negotiated with the DEC the extent of the sampling required and provided sampling and analysis of the remaining soils. The client received a “No further action” letter from the DEC.
ECI removed 10,000 gallons of No. 6 fuel oil from a 50,000 gallon UST, cleaned and provided closure documentation to the client. ECI heated over 1,000 gallons of virgin No. 2 fuel oil and circulated the hot oil through the large UST containing solidified No. 6 fuel oil; this operations took over 5-days to complete and removed most of the No. 6 fuel oil. ECI incorporated subcontractor personnel to enter and clean the inside of the UST, while ECI personnel supervised the operations. ECI provided proper documentation for the effort to the client so the UST could be closed.
