Since 1998 ECI has provided numerous industrial process facilities, food & beverage processors, and municipalities facility wide environmental, health, and safety regulatory compliance turnkey (i.e., one-source) services including but not limited to design, permitting, construction, and management services. These process facilities were provided multimedia environmental, health, and safety evaluations/reviews that identified regulatory areas of potential concern that were subsequently corrected with the guidance and support of ECI personnel. The multimedia evaluations reviewed on-site documentation and operational practices related to:
- Hazardous waste generation, storage, and disposal practices;
- Emergency planning and community-right-to-know issues;
- Form-R reports under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA);
- Petroleum and chemical bulk storage including spill prevention control and countermeasure plans (SPCC) and spill prevention reports (SPR);
- Boiler emissions, operations, and related fossil fuel burning issues;
- Process and process emissions and by-products; wastewater and stormwater discharges [i.e., Stormwater Pollution Prevention Plans (SWP3)], State Pollutant Discharge Elimination System (SPDES) and National Pollutant Discharge Elimination System (NPDES) permits and plans;
- Process safety management (PSM), risk management plans (RMP), and process hazard assessment (PHA) documentation;
- OSHA standards; and
- Other appropriate regulatory issues.
ECI has provided turnkey projects for the closure of a 160,000-gallon above ground petroleum bulk storage tank, numerous underground storage tanks (USTs) that ragnge from 1,000 gallon to 50,000 gallons, chemical bulk storage (CBS) tank systems, and remediation of soils & water. ECI has provided turnkey projects with complex components that included sampling and testing, agency negotiations, permitting and documentation, surface mapping & drawings using GPS and GIS data, groundwater directional flow determination, subsurface mapping, cold-cutting of steel tanks that contain petroleum product, specialized tank design & installation, tank cleaning, recycling/reuse of tank products, manifesting & disposal requirements, and received “No further action” letters from appropriate agencies.
ECI provided turnkey design, installation, permitting, and start-up of a chemical bulk storage (CBS) system near JFK Airport in Hempstead (Long Island), New York. ECI worked closely with the chemical supplier and client to ensure the design and installation met State and local (Nassau County Health Department) regulations. ECI designed, permitted, installed, and started the system that included the off-loading containment system, the off-loading pipeline system in 316-Stainless Steel, the high-level alarm and level gauge system for the CBS tanks, tank venting system, pumping system for the day tanks, and the day tank fill system and pipelines with safety key (spring loaded) system. ECI received permits for the CBS tanks/system from the DEC and permits from the local agency for the smaller day tanks.
ECI provided turnkey design, installation, permitting, and start-up of a chemical bulk storage (CBS) system in Batavia, New York and one in Ballston Spa, New York. ECI worked closely with the chemical supplier and client to ensure the design and installation met State DEC and local regulations. ECI designed, permitted, installed, and started the entire system that included the off-loading pipeline system in PVC, the high-level alarm and level gauge system for the CBS tanks, tank venting system, pumping system for the day tanks, the day tank fill system and pipelines with safety key (spring loaded) system, and the secondary containment system with appropriate chemical resistant paints. ECI received permits for the CBS tanks/system from the DEC.
ECI provided several Farming Cooperative milk-products processing and associated truck garages/terminals, and corporate offices with compliance support for their numerous petroleum and chemical bulk storage tanks. ECI provided turnkey chemical bulk storage tank replacement and upgrade to meet appropriate regulatory requirements; petroleum bulk storage tank compliance for their truck terminals, maintenance garages, and fueling operations; and turnkey closure of their petroleum USTs at their processing facilities. The environmental compliance support for their operations including but not limited to SPCC and SPR documentation, turnkey closure of two (2) 25,000 gallon USTs, design for the upgrade of the petroleum UST at their fueling operations, and complying with the NYSDEC for closure of a petroleum spill. ECI has provided design improvements and installation for least-cost compliance with US EPA, NYSDEC, and OSHA regulatory requirements. In addition, ECI has worked with and trained site personnel to improve compliance with OSHA standards/regulations by developing site-specific OSHA training programs and implemented the training.
ECI provided a turnkey upgrade to a client’s CBS system including four tanks, pipelines, redesigned off-loading systems, and high-level alarm and level gauge system for a Western New York client. ECI provided the required 5-year inspection for the existing pipeline/tanks and received permits for the CBS tanks/system from the DEC.
For a Rochester, New York client ECI provided the DEC required 5-year inspection for a CBS tank/system. ECI developed the Spill Prevention Report and obtained the DEC permit for the client. In addition, ECI assisted the client with the design of the off-loading system.
ECI provided numerous clients with the turnkey removal and disposal of petroleum USTs that were buried from the 1940s through the 1990’s at very prominent locations throughout the Northeastern United States. ECI worked closely with the state environmental agencies and local inspectors to design and remove the USTs and provide remediation for the sites; this included the removal of thousands of gallons of groundwater and tons of soil/fill from the USTs, excavation of numerous UST’s and contaminated soils, and disposal of the groundwater and soil. All clients received a “No further action” letter from the lead agency.
